Dr. Dewan M. Humayun Kabir is a senior public administration and development professional with over 27 years of experience in the Bangladesh Civil Service (Administration Cadre). He has held key leadership roles, including Divisional Commissioner, Deputy Commissioner, Joint Secretary (Cabinet Division), Director at the Prime Minister’s Office, and National Project Director of the UNDP-supported a2i programme. He has extensive expertise in governance, policy development, digital transformation, and project management, with a strong track record in implementing large-scale reforms and donor-supported initiatives. His work has significantly contributed to enhancing transparency, accountability, and citizen-centric service delivery. He holds a PhD in Public Policy from the University of Rajshahi and Master’s and Bachelor’s degrees in Public Administration from the University of Dhaka. He has also contributed to academic publications on governance and development. Currently, he serves as Adjunct Faculty (Professor) at Bangladesh University of Business and Technology (BUBT), where he teaches management, digital transformation, and governance.
